Although the common name of this South Africa plant is African rosemary (because it is used in cooking), it really is a member of the aster family and has small white asters that form fluffy white seeds that look like cotton has been stuck to the branches. It is a silver gray shrub to 3 or 4 and blooms early winter into summer. It is drought tolerant, needs full sun, and can tolerate some frost.
